In a bold new collaboration that promises to shake up the landscape of international crime drama, CABAL is emerging as one of the most ambitious television projects in development today. The eight-part series is being brought to life by a powerhouse team of production companies—Privilege Pictures, Lucky 6 Productions, Lux Angeles Studios, Shanlei West Productions, and 3Century Entertainment. But this isn’t just another gritty procedural. At its heart is the real-life story of Joel Mercier, the former Chief of Police of the French Riviera, whose covert investigations into a vast shadow organization have inspired a gripping global thriller.

CABAL dives deep into the underworld of international crime and deception, dramatizing Mercier’s firsthand experiences navigating a hidden web of violence, political corruption, religious exploitation, and media manipulation. As creator and executive producer, Mercier offers rare insight into the secret operations of law enforcement and intelligence agencies that rarely, if ever, see the light of day.

“Viewers will be uncovering the hidden global power players—those behind wars, organized crime, media manipulation, religious exploitation, political deceit, and financial corruption,” said Mercier. His words don’t just tease an adrenaline-fueled narrative—they hint at a story rooted in unsettling truths, built from the archives of his real-life encounters with some of the world’s most dangerous forces.

The development of CABAL is being guided by a veteran team with serious industry pedigree. Among the series’ executive producers is Phillip B. Goldfine, whose credits include Lawman and True Justice. Goldfine is quick to emphasize that CABAL is not just about criminal intrigue—it’s about the deeper structures of control and resistance. “This is more than a procedural,” he explains. “It’s a cinematic exploration of truth, control, and justice. Viewers who love intelligent, high-impact storytelling are in for an eye-opening experience.”

Helping shepherd the project from concept to screen is Valerie Bertrand of Shanlei West Productions. Bertrand, a key figure in shaping the series’ creative direction, sees CABAL as a timely examination of power and freedom. “This story shifts the way we see everything around us,” she says. “CABAL explores the dangerous path to power—and what it truly takes to achieve freedom. These characters will be unforgettable.”

Those unforgettable characters and pulse-pounding storylines are being adapted for television by Victoria Kinkade and Brandon Clutton of Lucky 6 Productions. As executive producers and writers, the duo have taken Mercier’s life story and transformed it into a globe-spanning narrative with cinematic scope and emotional depth. Their vision is supported by Matthew Macur and Binh Dang of Lux Angeles Studios, who are determined to make CABAL a visually striking, thought-provoking experience.

“By shooting in bold, exotic locations, we’re showing the true scale of corruption—and the global fight against it,” Macur explains. “CABAL will redefine what audiences expect from international crime dramas.”

If the ambition of the creative team is any indication, CABAL isn’t aiming for the conventional. From its real-life inspiration and sweeping global scope to its layered storytelling and focus on systemic corruption, this is a series designed to spark conversations—and perhaps a few conspiracy theories—long after the credits roll.

Production details and casting remain tightly under wraps, but anticipation is already building. The team is expected to reveal more later this year, including key casting announcements and a potential production timeline.

For now, CABAL stands as a tantalizing blend of reality and fiction, offering viewers a rare look behind the curtain of global power structures—and a reminder that sometimes, the truth is more thrilling than anything Hollywood could invent.
